On April 10, 2020, NTIA Associate Administrator, Douglas Kinkoph transmitted a letter to FCC Chairman Ajit Pai, enclosing:
- a letter from the Department of Defense to IRAC at Commerce, written by Thu Luu, the Air Force’s executive agent for GPS. The memo was co-signed by representatives from 12 other agencies, including NASA, the Federal Aviation Administration and the departments of the Interior, Commerce, Justice, Transportation and Homeland Security.
- a letter from Michael Griffin, the Department of Defense’s head of research and engineering, and Dana Deasy, the department’s chief information officer, sent on March 12, with the February memo attached, this time addressing an office inside the National Telecommunications and Information Administration, or NTIA. The two officials reiterated the concerns in the memo and twice asked that it be entered into the public record, as the information would be “critical” to any decision made on Ligado.
- a letter from Deputy Secretary of Defense Norquist sent on March 24, to Wilbur Ross, the Secretary of Commerce. Once again, Norquist asked that the information be sent to the Federal Communications Commission’s panel in charge of making a decision on the Ligado case.
